WORK SESSION AGENDA: LMCD REP <br />Submitted by LMCD Rep Rich Ar co on <br />1. Introductions Feb 9, 2026 <br />Page 1 of 2 <br />• Your rep for 6 years <br />• I have missed 3 meetings in those 6 years <br />• 1 have served on 5 of the 6 steering committees: Plus side work groups and attended every meeting <br />o Rental Boats work group (Gabriel) <br />o New buoys work group (Gabriel) <br />• As Treasurer, I set in motion that basically saved us $66,000 over the last few years <br />• Sold the Harvesters <br />• Initiated and researched the New 300' quiet Water buffer zone on the lake and got it adopted as law and increased <br />the quiet waters on Tonka from 150'-300' <br />• Raised monies for the Water Patrol independently of Save the Lake along with Gabriel we raised $78,250 to <br />continue a "Red Carpet" safety program on the lake <br />• Came up with a new bracketing system for the Solar Lights and house the LMCD power Boat and have installed and <br />retrieved lights for the past years <br />2. Review of what the LMCD is and does. <br />• The LMCD has established the lane of what it does: Docks and Safety (water patrol, Night time Solar Lighting of <br />the buoys) <br />• However, forever mission creeping and not staying on predetermined lane and trying to be relevant <br />3. LMCD update- recent activities/ initiatives <br />• As mentioned, continuing the 300' quiet water buffer from shore and has been given strong praise from the <br />Water Patrol <br />• An ill -hiring of a new Executive Director: My Opinion and I hope to prove out to my fellow board members <br />• An increase of levy to the cities from $255,000 to $375,000 dollars: Can go Max to $900+ and split up and we <br />are second highest contributor <br />• AND more to come as an extra staff, Executive Director, going to be shortfall going forward <br />4. Rental licensing <br />• Job #1 in my opinion is to initiate a rental agreement similar to rental agreements for houses, VRBO's, etc in <br />Orono already <br />• 1 have recently sent the agreement Mound has for a cut and paste (maybe(?)) that totally controlled their abuse <br />launch ramp and unfortunately made ours Chaotic <br />5. Wake Boats <br />• 1 have been involved in the education of Wake Surf Issues since day 1 <br />• Teamed up with then commander of the Water Patrol, Shane Magsuson, to initiate the "Own Your Wake" <br />concept with literature and videos, and finally got the LMCD to adopt the concept and finally put it on the <br />Website <br />• See note from Water Patrol on this subject <br />6. Invasives / LIDs... <br />• The LMCD has not put any money in the budget for AlS: Because they are not good at it <br />1. They failed at keeping Milfoil out of the Lake, Zebra Mussels out of the Lake, Spreading Flowering Rush <br />on the lake with their harvesting Program.... LMA is the steward in this area <br />• LIDS: In Favor and I think the proof is in the results and homeowners support financially <br />7. Questions and Answers: <br />
