Minutes <br />City Council Regular Meeting <br />Monday, February 9, 2026, 6:00 PM <br />City Council Chambers 2780 Kelley Parkway, Orono, MN 55356 <br />4. Agreement — Metropolitan Council Reimbursement <br />Benson had some questions about the scope of the action and whether it included paving the French <br />Creek Park parking lot. City Administrator Edwards said, although not the normal process, the design <br />phase would come before the council again. <br />Benson moved, Persian seconded, to approve the reimbursement agreement with the Metropolitan <br />Council. VOTE: Ayes 5, Nays 0. <br />7. Community Survey — Award Polco <br />Benson noted the City has not done a community survey for a long time, so she wanted to highlight it and <br />have staff report on the process and timing. <br />Persian moved, Schwingler seconded, to award the contract to conduct a community survey to <br />Polco. VOTE: Ayes 5, Nays 0. <br />9 Replace Vehicle — Fleet Maintenance Service Truck <br />Ricks had asked to postpone this item at the last meeting and, in the meantime, had the opportunity to tour <br />the City's vehicle fleet. <br />Ricks moved, Schwingler seconded, to approve the purchase of the fleet maintenance service truck. <br />VOTE: Ayes 5, Nays 0. <br />12 LA25-000050, 2420 Fox Street Preliminary Plat — Resolution 7662 <br />Ricks asked for an explanation of what the City Council was being asked to approve at this time, if the <br />applicant had reached out to the neighbors as requested by the Planning Commission, and about tree <br />removal plans. <br />City Attorney Mattick explained the Council was being asked to approve the lot split, not permit the <br />second home, but that the plan as presented meets all codes and zoning and requires no variances. <br />Benson moved, Schwingler seconded, to adopt Resolution 7662 approving the Preliminary Plat <br />subject to the condition of an engineer letter. VOTE: Ayes 5, Nays 0. <br />FINANCE REPORT <br />15.
