Stormwater and Drainage Improvements <br />10-3438 <br />5 January 2010 <br />Page 3 of 3 <br />Storm water trunk fees apply to new development and redevelopment of existing properties and <br />provide funding for the storm water infrastructure necessary to serve the City. The trunk fee is <br />based on the land use and acreage of the property being developed. The property will be <br />subject to the 2010 Stormwater and Drainage Trunk Fee of $4,330 per acre or $21,173. <br />Utility Locations and Availability <br />The properties would be served by city sewer and private wells. Municipal sewer lines are <br />available in Bohns Point Road with two existing connection stubs. A third stub will have to be <br />installed. The property was provided with sewer in 1965 per project 1965-LS-1A which was <br />assessed based on front footage. The property was fully assessed hence there is no sewer <br />connection charge due. Met Council SAC charges will be collected at the time building permits <br />are issued. <br />City Engineer Comments <br />The City Engineer has provided comments with regards to lot layout, grading and drainage <br />which are attached as Exhibit C. <br />Issues for Discussion <br />1. Will the establishment of building pads result in home sites that are not compatible with <br />the surrounding neighborhood? <br />2. Is there an alternate method for addressing the average lakeshore setback <br />determination? <br />3. Are there any other issues or concerns with the proposal? <br />Staff Recommendation <br />The proposed plat appears to meet the City's ordinance standards for development in the LR- <br />1 B zone. Staff recommends approval of the plat with a revision in the lot line between Lots 2 <br />and 3 to include the small piece of land north of the lagoon entrance with Lot 2 rather than Lot 3 <br />as shown. <br />If Planning Commission is satisfied with the proposal, it could be forwarded to Council for <br />Preliminary Plat review.
