AGENDA ITEM <br />Date: February 9, 2026 <br />Title: Community Survey - Award Polco <br />Presenter: Laura Oakden, Community Development Director <br />Section: Consent Agenda <br />Purpose: <br />Accept the proposal for a community survey from Polco <br />Item: 7 <br />2. Background: <br />At the November 24, 2025 City Council Work Session, the council directed staff to proceed with a <br />Community Survey for 2026. Since then, staff drafted and published a RFP for a community <br />survey to be completed in 2026 which identified the following outcomes: <br />• Gage community satisfaction with current City services <br />• Provide direction for changes or expansion of City services <br />• Gain insights for future growth planning <br />• Engage citizens to participate in the Comprehensive Plan update <br />18 bids were submitted for consideration. The Council held a work session on January 26, 2026 <br />were the council provided feedback on the goal of the survey, methodology, questions topics, and <br />target audiences. Based on the identified goals of the city council to obtain a statistically <br />significant survey for the community, staff is recommending Polco. <br />Polco has been conducting community wide surveys for over 30 years. They work nationwide and <br />have work with over 500 cities and counties. They will utilize printed mail surveys, postcards and <br />an online survey to maximize public participation and access. There platform is ADA compliant. <br />They have many local references within the twin cities metro included in there proposal. <br />3. Cost: <br />The City put out an REP for a Community Survey and received 18 quotes from various <br />contractors. Polco provided a cost breakdown for a total estimated cost of $23,000. <br />The 2026 Community Survey had a budget of $25,000, which was part of the over all $40,000 <br />budget for the 2050 Comprehensive Plan Update. <br />4. Staff Recommendation: <br />Staff recommends award of the project to Polco to complete a 2026 Community Survey. <br />COUNCIL ACTION REQUESTED <br />Motion to award the 2026 Community Survey Project to Polco for $23,000.00 and enter into a service <br />contract. <br />Exhibits <br />A.
