FILE #LA26-000004 <br />17 February 2026 <br />Page 5 of 5 <br />DNR Comments <br />The DNR reviewed the proposed development and recommended that the owner plant trees in the lake yard to <br />screen the massing from the increased height in proximity to the lake (Exhibit G). <br />Public Comments <br />The acknowledgement form and a statement from the neighbor at 3580 North Shore Drive were provided (Exhibit <br />H). <br />Issues for Consideration <br />1. Does the Planning Commission find that the property owner proposes to use the property in a <br />reasonable manner that is not permitted by an official control? <br />2. Does the Planning Commission find that the variance(s), if granted, will not alter the essential <br />character of the neighborhood? <br />3. Does the Commission find it necessary to impose conditions to mitigate the impacts created by the <br />granting of the requested variance(s)? <br />4. Are there any other issues or concerns with this application? <br />Planning Staff Recommendation <br />Planning Staff recommends approval as proposed, conditioned on the applicant providing the following: <br />a) Minimum of two (2) native trees placed within the lake yard to provide screening of the home from the <br />lake. <br />b) Provide a landscape plan showing the type and placement of trees in the lake yard before placement on <br />the City Council's agenda for review. <br />79 <br />
