MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD FEBRUARY 23, 1987 <br />PLANNING COMMISSION APPOINTMENT CONTINUED <br />Councilmember Goetten also agreed with Councilmember <br />Sime's recommendation of Ed Brown III, noting she <br />recommended Mr. Brown for the vacancy on Council. <br />Councilmember Callahan stated that he .pelt Gail <br />Livingston was qualified, however her extensive housing <br />authority and development work may not coincide with the <br />open 2-acre non-sewered development in Orono. <br />Council felt that Jorja Lynn had the necessary <br />experience, lived on the lake, and had the devotion <br />needed. <br />Motion to appoint Thomas Casey, Ayes 1, Nays 4. Mayor <br />Grabek, Councilmembers Goetten, Callahan, and Peterson <br />voted nay. <br />It was moved by Councilmember Callahan, seconded by <br />Councilmember Peterson, to nominate Ed Brown III to fill <br />the vacancy on the Planning Commission. Motion, Ayes 5, <br />Nays 0. <br />ACTING MAYOR APPOINTMENT <br />It was moved by Councilmember Peterson to nominate <br />Councilmember Goetten for acting Mayor feeling she is <br />qualified from her Planning Commission ex,—_rience. <br />Motion seconded by Councilmember Goetten for discussion. <br />r,abriel Jabbour, 780 Tonkawa Road, voiced concern that <br />the circumstances of the appointment of a Councilmember <br />and upcoming appointment of Acting Mayor may be creating <br />a feeling of animosity among the Council over the next <br />two years. He felt the will of the people as indicated <br />in the election should !-e considered. <br />ouncilmember Sime stated that ne was on the Planning <br />commission while both Councilmember Goetten and Callahan <br />sArved as Chairman. His recommendation for Acting Mayor <br />is Councilmember Callahan. He noted that Mr. Callahan <br />was not rejected by the voters, but came within 48 votes <br />of winning a council seat. He felt there is something <br />very wrong with someone running for another seat in the <br />middle of their term because it takes away from the <br />electorate the right to pick the new counci lmember. He <br />felt the councilmember should be required to resign his <br />seat before running for the Mayoral seat, or have a <br />system in which whoever comes in with the next hignest <br />number of votes would fill the vacancy. If that system <br />was on the books, Ed Callahan would have automatically <br />filled the vacant council seat. <br />7 <br />
