MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD FEBRUARY 9, 1987 <br />ALTERNATE ATTORNEY APPOINTMENT <br />Mayor Grabek noted that staff has recommended William <br />Soth of Dorsey & Whitney as the City's alternate <br />attorney who would be utilized only in the case of a <br />conflict of interest by the Ci.ty's primary f rm Popham, <br />Ilaik. Mr. Soth is the City Attorney for St. Anthony, <br />Woodland, and Deephaven and is familiar with lake <br />issues. <br />It was moved Dy Mayor Grabek, seconded by Councilmember <br />Peterson, to appoint William Soth as Alternate Attorney <br />as recommended by staff. <br />Ed Callahan requested that the Council table this <br />appointment for his input: as Councilmember until the <br />February 23rd Council meeting. <br />City Administrator Bernhardson noted that he had <br />reviewed several attorneys that represented communities <br />around the lake because of the significant lake issues <br />in Orono. Mr. Soth was recommended because he was one <br />of the few attorneys that did not represent an abutting <br />community. <br />Mayor Grabek withdrew his previous motion. It was moved <br />by Mayor Grabek, seconded by CouncilmeR.b(:r Goetten, to <br />table the appointment of Alternate Attorney for <br />additional input from Mr. Callahan and Orono's primary <br />attorney. Motion, Ayes 4, Nays Q. <br />CITY ADMINISTRATOR'S REPORT: <br />BIG ISLAND BOARD OF GOVERNORS <br />City Administrator Bernhardson explained that the Big <br />Island Board of Governors made an informal presentation <br />of their master plan to staff on December 17, 1985 and <br />it was recommended at that time that they make a <br />conceptual overview of the plan to the Council at a <br />regular Council. meeting. Additionally, it was <br />recommended that they submit an application to have the <br />entire concept formally reviewed first by the Planning <br />Commission. <br />Present from <br />the Rig Island Board of Governors <br />were: <br />Ed <br />Morrow, Don <br />Miller, Jim Lund, harry Sharp, <br />and <br />Joe <br />Backes. <br />Spokesman Don Miller explained the origin of <br />the <br />Big <br />Island Board <br />of Governors and then reviewed <br />the <br />Big <br />Island Veterans Camp Redevelopment Master <br />Plan <br />as <br />submitted in <br />Councils' packet. <br />18 <br />
