Nalaod Environmental Protection <br />Definition' This addresses both how the use of the lake generates pressure for <br />development and the de elopment of onshore attractions affect wa- <br />�er use patterns. <br />Background: <br />one component of this issue is that VP, high quality of Lake Minnetonka gener- <br />ates pressure f-r development of lake -related private commercial enterprises ad- <br />}ecent to the -b re'.ine. Another :.-m_pnnent is that the development of certain <br />types of budiness�s attract boatersto that portion of the ahoreiine. Existing <br />controls are limited to the traditional land use controls of the municipality. <br />LMCD only controls dock permits. <br />This issue is particularly important when considering the environmental impacts <br />of new access points, modified access points as well as the effect on lake use <br />patterns—nerated by certain types of development. The plan needs to examine <br />these issues and to address their environmental implice.tions. <br />Issues Identified• <br />1. The Watershed District is t._ lax in issuing variances for setbacks. <br />2. Encroachment into wetlands is too often allowed for new developments <br />along the lake. The agencies with authority now are the DNR and the <br />Watershed District. <br />3.
