The existing system is substandard, but not <br />failing at its last inspection in 1985. We know that some work was <br />done to this system 3-4 years ago without permits. The extent of such <br />work is unknown. <br />6. The rental house essentially meets the requirements for a storage <br />structure. The Building Inspector has been directed to inspect the <br />rental to determine what inside changes to the building would be <br />required to revert this to a storage/accessory use only. Anticipated <br />changes would include removal of all plumbing and kitchen facilities. <br />7. Neither the rental use nor guest house use fits into the character <br />of this 2-acre single family rural residential neighborhood. The <br />neighboring property owners stated they were under the impression that <br />the barns and rental eventually had to be removed. They apparently <br />purchased their properties relying on this, and have indicated their <br />opinions at the Planning Commission hearing and via letters to the <br />City. Although this was never a condition imposed by the City, the <br />neighborhood expectation may be a valid concern. <br />Staff Recommendation Regarding Guest Rouse Use Vequest: <br />Staff recommends that the guest house use is inappropriate for the <br />area and the site, that the standards for a guest house use cannot be met, <br />and that the structure is most suited to revert to a storage/accessory <br />structure use, subject to the Building Inspector's review. <br />Staff Recommendation Regarding Preliminary Plat Approval: <br />Staff would recorinend preliminary plat approval per the findings and <br />conditions of the attached resolution. <br />
