Given that it would become a non- <br />conforming structure, staff recommends that a condition of approval be <br />the removal of this structure. <br />General Discussion - Road Outlot <br />Presuming that access to Tanglewood does not become an option, <br />the new road out?.ot will be owned in common by the 4 benefitted <br />property owners. The following road design s_andards apply: <br />a) Right of way = 50 feet <br />b) Minimum paved width = 24' <br />c) Section - 8" Class 5, 100% crushed <br />3" 2341 Bituminious surface <br />d) Design speed - for 30 MPH <br />Vertical control - maximum gradient = 12% <br />Horizontal control - minimum radius = 275' <br />The City will ask for underlying Road & Utility Easement of the <br />road outlot. The City wi";i also ask for execution of private <br />maintenance agreement and covenants for sharing in the costs of the <br />maintenance and upkeep of the private road by all 4 residents. <br />Staff Recommendation: <br />To recommend approval of the preliminary plat application by P & <br />A Investments finding that all standards of the RR-lB Rural <br />Residential Zoning District have been satisfied, subject to the <br />following items to be resolved prior to Council preliminary plat <br />approval: <br />1. Resolution of issue of dedicated wetland on Lot 2 - (Planning <br />Commission should make a recommendation to Council). <br />2. Based on wetland issue resolution, new drainfield sites for <br />Lot 2 must be tested and approved by City staff. Drainfield <br />sites on Lot 4 to be confirmed by staff. <br />3. Access to Tanglewood :rust be further pursued by staff. <br />The conditions of preliminary plat approval are as follows: <br />1. Payment of $600.00 Park Fee ($200.00 for each new lot). <br />2. The City will ask for underlying Road & Utility Easements <br />over the road outlot, and maintenance covenants for upkeep and <br />maintenance of private read. <br />
