Mabusth, Building & Zoning Administrator <br />From: Stephen Weckman, On-Site Systems Manager <br />Date: November 2, 1992 <br />Subject: Septic Review -Application #1745, David Carlson <br />Both 610 and 620 Big Island have cabins which are not <br />attached to on-site sewage treatment systems. Human wastes are <br />treated by outhouses which are located very near lake level. The <br />cabins have sinks which drain to the surface. Neither the <br />outhouses nor sinks meet Minnesota Pollution Control Agency <br />(MPCA) and City of Orono standards for waste disposal. <br />The proposed cabin at 620 Big Island has two bedrooms, a <br />bathroom and a kitchen sink requiring the use of an on-site <br />sewage treatment system, however soil testing indicates that al' <br />separation from the seasonally high water table is not achievable <br />on this lot. The adjacent property, 610 Big Island, has been <br />acquired by the applicant to provide a suitable area for on-site <br />sewage treatment for both properties. The cabin at 610 Big <br />Is land is in poor condition and wi 11 be replaced with a ~bedroom <br />cabin as we 11. <br />Soil testing and system design has been approved for a Type <br />2, 2-bedroom home for each cabin (225 gal/day/cabin). The system <br />meets MPCA and most City ordinances. A variance will be required <br />for a 10' setback from the mound site to the east and west <br />property lines of 610 Big Island. A 10' setback variance will <br />also be required between the septic tanks and the lot line <br />between 610 and 620 Big Island. The proposed soil treatment area <br />is suitable for a mound and lies entirely within the redefined <br />lot lines of 610 Big Island property. The proposed tanks lie <br />within redefined lot lines of 620 Big Island. Therefore, <br />easements will be required on each property for the shared use <br />and maintenance of the septic system. <br />Due to the site slope and water table conditions, the <br />proposed sewage treatment site is the only area available for <br />these two properties. Although no alternate site is available, <br />the proposed septic system will provide a means of sewage <br />treatment for both properties which wi 11 meet the new DNR <br />Shoreland Regulations. As the use of these cabins will be on a <br />seasonal basis and would not likely be used to capacity for <br />extended periods of time, an alternate site may not be necessary. <br />Staff will approve the required septic variances provided <br />the easements for the use of the on-site sewage treatment system <br />can be provided. A condition limiting the number of bedrooms to <br />two on both properties should be included since no area is <br />available to expand the drainfield area. <br />lsv
