Gaffron, <br />Asst Planning & Zoning Administrator <br />Date: November 13, 1986 <br />Subject: #1095 City of Orono, 2345 Blaine Avenue - <br />Conditional Use Permit - Public Hearing <br />This is a request for a conditional use permit for the <br />installation of an emergency preparedness siren at the Municipal Water <br />Plant site. <br />List of Exhibits <br />Exhibit A - Property Owners List <br />Exhibit B - Plat Map <br />Exhibit C - :-:�mo & Attachments From Police Chief, Mel Kilbo <br />Exhibit D - Site Plan <br />This is a request for a conditional use permit pursuant to Zoning <br />Code Section 10.20, jubdivision 3 (D) which requires a conditional use <br />permit and approval for public service structures. The City proposes <br />to install a weather siren at the Water Plant. The pole is a standard <br />"telephone pole" with siren at a height of 55' above the ground. The <br />siren enclosure at the top of the pole is about 61x2Ix4I and can be <br />any color specified. The system will be within the fenced area of the <br />Water Plant. <br />Use of the siren wi 11 be for weather or ci vi 1 emergency only, and <br />is not a fire siren. This siren will be tested monthly (1st Wednesday <br />each month, 1 p.m.). The area of coverage is rated at a radius of <br />4,500' (see the City's siren plan attached). The siren has capability <br />to be used directionally as a voice loudspeaker in the event of the <br />need for an evacuation. <br />To date, staff has received no inquiries pursuant to the public <br />notice. Chief Kilbo notes that over the past 11 years, he has had <br />requests for such a siren from a number of residents. <br />Staff recommends approval of the conditional use permit for the <br />proposed weather siren, subject to the structure being located 50' <br />from the nearest residential lot line per the proposed site plan. <br />
