Section 17.02 When proposed amendments or new Bylaws are properly before any meeting for consideration, they may, before any final action is taken thereon, be changed or amended by a majority vote, provided that the change or amendment is germane to the subject of the amendment under consideration. Section 17.03 Amendments to these Bylaws, or new Bylaws, shall not become effective until approved by the USPS Governing Board, or its designee, and notice of such approval is provided to each Active Member in accordance with the policy and authority of USPS. The bylaw draft was reviewed by the ENecutive Committee at their 13 October 1987 weet1no. Reauested charioes wer·e incot·oot·ated into redrafted bvlaws. The redrafted cooy was then submitted to the USPS Committee on Rules for an informal r·eview. The 1nf,~•rmal review was received fr,:.r.1 the USPS C,:,mr,1ittee on Rules 1n time to oermit oublicat1on of that redraft of the bylaws in the December 1988 TonkaNAUTS. The Notice of Annual Membershio Meetino to be held on 9 January 1988, also included 1n the December 1988 TonkaNAUTS, informed the Members that aooroval of bylaws was on the agenda for that meeting. The December 1988 TonkaNAUTS was rec ieved by Mer,,bers on or about 4 Decer,1ber 1988. The bvlaws were again r·eviewed by the Executive CoMmittee at their 8 December 1987 r11et ing. Sc,ri1e changes which were orir,1ari ly house~eeo1ng in natut·e were orooosed. At the 9 January 1988 Annual Meeting the changes proposed at the 8 DeceMber 1987 Executive Committee were presented as an arnendmer,t to the bylaws as p•.1blished. The bylaws were adooted as amended .. The bvlaws as adooted at the 9 January 1988 Annual Meeting wet·e r·es•Jbm1tted, with the r·equ1r·ed doc1Jr~entation, to the USPS Committee on Rules for final aopr·oval. The USPS Committee on Rules resoonded bv letter dated 13 January 1988 aoorov1ng the bvlaws adooted 9 January 1988. The Jetter of aporoval was oublished in the February 1988 issue of TonkaNAUTS to advise all Squadron Members of this aoproval. The February 1988 issue of TonkaNAUTS was received by Members on or about 5 February 1980. These Bylaws of the M1nneton~a Power Sauadron are effective from 5 Febr•Jary 1988, and fot·ward, until s•Jch time as they are ar11ended or new bylaws are er,acted 1r, accord with Article XVI I. -.~5-
