Planning & Zoning Administrator <br />Item Description: #792 Minnetonka Power Squadron, 510 Big Island <br />• Conditional Use Permit/Variance -Resolution <br />• 1994 Joint Use Dock License Approval -Resolution <br />List of Exhibits <br />A -CUP /Variance Resolution <br />B -1994 Joint Use Dock License Resolution <br />C -Excerpts from 1994 Minnetonka Power Squadron Handbook <br />D -Memo and Exhibits of 4/12/94 <br />E -1994 Joint Use Dock License Application <br />Summary <br />As noted in the April 12th memo, this application is to follow-up the City's intended granting <br />of a conditional use permit for Day Use Recreation Area to the Minnetonka Power Squadron, <br />which process was commenced in 1983. <br />The Planning Commission held a public hearing on this matter on April 18, 1994, finding that <br />the Minnetonka Power Squadron meets all requirements for a Day Use Recreation Area <br />conditional use permit except for the ratio of users-to-lot-area. With 7 .5 dry acres, at the <br />standard of 20 users per acre the site would be limited to 150 users at one time. Representatives <br />of the Power Squadron indicate that as many as 200 to 300 users are not uncommon at the site <br />on holiday weekends and more users have occupied the site during special events. <br />Planning Commission recommended that Power Squadron be granted a variance to allow up to <br />500 users under this conditional use permit, and any special events for which more than 500 <br />users are anticipated shall be subject to prior approval of the City Council. It is Planning <br />Commission's intent that requests for approval of such events not be considered as amendments <br />to the CUP nor be ref erred to Planning Commission, but be merely a Council review and <br />approval process. <br />Please review the findings and conditions contained in the attached CUP/variance resolution. <br />A resolution for approval of the 1994 Joint Use Dock License is also attached.
