Date: January 20, 2026 Item: 5.1 <br />Presenter: Matt Karney, Planner <br />Section: Public Hearings <br /> <br />Title: LA25-000050, Price Homes, 2420 Fox Street, Preliminary Plat (Matthew <br />Karney) <br /> <br /> <br />1.Purpose: <br />The applicant requests approval of a preliminary plat for a two-lot subdivision. <br />2.MN§15.99 Application Deadline: <br />The application was made on October 22, 2025 and deemed complete on January 5, 2026. The 60- <br />day review period expires on March 6, 2026. <br />3.Background: <br />The applicant proposes a two-lot subdivision, with an outlot for shared driveway access to both <br />lots from Fox Street. The 8.42 acre property is proposed to be subdivision into a front/back lot <br />subdivision. The back lot is required meet 150% of RR-1B zoning standards. Two wetlands are <br />delineated on the property, near the north and east property boundaries. The existing conditions of <br />the site include a residence and detached building, that will be demolished in favor of two new <br />homes, one on each lot. Both properties must utilize private water supplies and septic systems, <br />with both a proposed primary and alternate septic sites for each lot. <br />4.Public Comment: <br />Two (2) public comments have been received by staff ahead of the publication of this meeting's <br />agenda. Both comments oppose the proposed subdivision, citing increased density and impacts to <br />community character as justification. <br />5.Staff Recommendation: <br />The submitted application meet the subdivision requirements. Planning Staff recommends <br />approval of the preliminary plat, subject to the following conditions: <br />1. The applicant shall submit a landscape plan establishing how the property will be <br />revegetated <br />around the shared driveway and homesites, before placement on the City Council’s agenda <br />for <br />consideration. <br />2.
