- 2 - <br />Another important indicator, Carlson explained, is a city's year-end general <br />fund balance. Orono's balance was $2,215,606, which was 127.0 percent of <br />current expenditures. <br />Carlson said that in general, metro municipalities have been building their fund <br />balances in recent years. "Our office has been recommending that fund balances <br />be strengthened." <br />"A healthy fund balance assures cash flow for normal operations," Carlson <br />stated, "while protecting a city in the event of a financial emergency.' <br />Carlson said that while fund balance and debt service are good barometers of <br />financial condition, they should be analyzed in a broad context. "Statistics <br />for 88 governments naturally run to extremes," he noted. <br />"Elected officials and municipal managers should review finances carefully, spot <br />long-term trends and consider unique local circumstances before reaching conclu- <br />sions based on one or two statistics," he said. <br />The city sewer fund had a net loss of $35,908 in 1985. The water fund had a net <br />loss of $16,687. The liquor store had a net loww of $8,594.
