11586.6 <br />0.d <br />TO: <br />Mayor and City Council <br />iROM: <br />Mark Bernhardson, City <br />Administratjp <br />j <br />DATE: <br />November 5, 1986 <br />SUBJECT: <br />State Auditcr's 1985 <br />Report of Municipal <br />Financial <br />Health <br />ATTICHMENT A.) 1985 Report of Municipal Fiscal Health <br />ISSUE - Receipt of information from the State Auditor analyzing <br />the City's finan.,ial condittion based on trends and figures from <br />the 1985 Financial Statements of Orono and other municipalities <br />in the state. <br />DISCUSSION - Attached please find information the City received <br />from the State Auditor's office outlining chat office's view of <br />the municipal fiscal health in the State generally with specif=- <br />comments on Orono's fiscal health both in narrative and tabular <br />form. <br />Staff feels this is a useful analysis however there is some <br />information that is somewhat misl ading based on these results. <br />An example of this i9 the cost per capita (j.' the City's Police <br />service. The City's contracts expenditures for other communities <br />is included in our Police budget. As such the per capita cost <br />for Police is well in excess of Orono's net costs for Police <br />service. Additionally the lead statement in this is Orono is <br />poised for grc.wth based on 'inancia_ , ;i :ion related to special <br />assessi.ients debt. Based on that this i ,got a correct reading of <br />the City's intent or purpose for incurring that debt. <br />RECOMMENDATION - Staff's recommendation that Council accept the <br />information and to the extent that they have any questions, staff <br />woull be happy to -ess those either individually or to the <br />group at the Council ..eeting. <br />PROPOSED MOTION - Movf.d by , seconded by , to acknowledge <br />receipt of the State Auditor's information rclarding the 198'5 <br />Fiscal Health of the City of Orono.
