The proposed stairway exceeds the limited guidelines <br />under which Council has generally giv,.:n staff discretion to <br />approve, hence a variance is necessary. Hardships to the site <br />include the steep slopes, tinusual height of residence above the <br />lake level, and unusually varied or "bumpy" topography which <br />makes the site unsuited for a straight -down stairw-,.,. <br />Planning Commissitn at their October th meeting <br />recommended 4-0 to approve the stairway as proposed, citing the <br />above hardships as ample ji i�fication for the granting of a <br />variar e, and eliminating the canopied structure as :shown on the <br />proposed plans. <br />Please revi-w Lhe memo and exhibits of 10/15/86. A <br />resolution for approval is attached for your review. <br />
