Gaffron, Assistant Zon 5 Administrator <br />DATE: November 4, 1986 <br />SUBJ: #1084 Robert Maxfield, 4175 North Shore Drive - <br />Resolution <br />Exhibits - <br />A - Memo and Exhibits of 10/13/86 <br />B - Planning Commission Minutes 10/20/86 <br />C - Resolution of Approval <br />This is a request to Allow a second residence to be constructed <br />on a group of commonly owned separate tax parcels totaling 1.03 <br />acres - LR-1B one acre zone. There are 5 parcels total. The <br />proposal is to keep 3 parcels totaling 0.57 acres with the <br />existing house and build another house on the remaining 2 parcels <br />totaling 0.46 acre. <br />Please read through the memo of 10/1-'+.,6. This request is <br />similar to other common ownership situations approved in the LR- <br />1B district in contemporary times. <br />Planning Commission voted 3-1 to recommend approval of the lot <br />width and area variances. The minority opinion was that this <br />approval seems to defeat the purpose of the 1 ^re zoning <br />district. <br />Staff notes that inherent in the approval is an approval of lot <br />width and area variances for the existing residence. <br />The applicant has contacted Hennepin County and Dave Zetterstrom <br />of the Hennepin County Highway Dept. has stated to me that he has <br />no problem granting an access for the new lot, but will require <br />that the existing bushes be trimmtu back to provide better sight <br />distance. His letter to that effect is forthcoming. He said <br />they will issue no actual permit until a specific house and <br />driveway location is proposed fo the F4 te, hence we will require <br />such permit prior to issuing a building permit. <br />A resolution reflecting the Planning Commission recommendation is <br />attached for your review. <br />
