'gully washer" that <br />inundates their :i=.ckyard for 12 to 48 houi periods. The upstream <br />watershed ',as beer a 1 cu lated by staff at about 17 acres, the runoff <br />from which is ap-parently very rapid due to steeper slopes apstream. <br />After f lowing- through -he culvert under Old Crystal Bay Road the <br />watershed flattens out _n Dougan's backyard, which is not a designated <br />wetiand and which, prior to c:nnstru(. ion of the White Oak Circle <br />development, was cropland. 'Where apparently exist some old <br />agricultural tiles which drain Dougan's backyard farther to the east, <br />and staff has surmised that these tiles, although not located, may be <br />near the surface. In a heavy rain—il , Dougan's backyard fills up to <br />as much as 12-18" deep with waiter, ther. -i.n a period of 12 ' o 48 hours <br />it disappears without a cleat overland chan-elization. We do know <br />that when the water: gets high enough it fl.)ws astward through <br />neighbrr Marier's backyard and th n southeast towa: the cul-c'.e-sac, <br />but there must be some underground tiling that reu...•,eL the pcnde,T <br />areas quickly. <br />Dougan's drainfield is in a relatively low area west of the <br />house, and is adversely rffecteL: by the runoff ponding near it. The <br />proposal is to create a pond for storage near the culvert, then use <br />the spoils to fill near the grainfield nnl create a Swale to <br />channelize the ater past the 1rainfield. <br />
