Dougan, 2785 White Oak Circle - <br />Conditional Use Permit - Resolution <br />List of Exhibits - <br />A - Memo and Exhibts of 10/17/86 <br />B - Planning Commission Minutes 10/20/86 <br />C - resolution <br />This is a request to excavate a si�orage pond and swale for flood <br />control purposes. Please review the memo and exhibits of <br />10/17/86. The Planning Commission at their 10/29/86 meeting <br />voted 4-0 to recommend approval subject to applicant granting a <br />conservation and flowage easement over the pond area, and subject <br />to a developers agreement since this is a sensitive area in the <br />watershed and might have some impact upstream if work is not <br />completed correctly. <br />Councilmember Callahan, present at the Planning Commission <br />meeting, requested that staff investigate the work which was <br />previously done upstream to determine what effect that might have <br />had on the current runoff situation. Staff would note the <br />following: <br />1. There is a culvert under White Oak Circle just east of <br />the intersection with Old Crystal Bay Road. This culvert <br />drains approximately 1 acre of the property at 2790 White <br />Oak Circle. This would appear to be an insignificant <br />add4tion to the overall flow through Dougan's property, and <br />will not be affected by Dougan's project. <br />2. On the west side of Old Crystal Bay Road, some grading <br />work was done a few years ago on the Lawton property at 425 <br />Old Crystal Bay Road. Although no permit was ever issued by <br />the Building & Zoning Department for this work, Public Works <br />Coordinator John Gerhardson notes that this work was done by <br />the property owner to clear the existing drainageway which <br />had gradually filled in behind the driveway culvert over the <br />years, cap :zi-ig cui rt freeze up and and ponding problems on <br />the Lawton property. According to John, there was no <br />significant change in grades at this location. Our airphoto <br />base maps, taken in about 1970 (prior to the creation of <br />White Oak Circle), do show mowed lawn area on either side of <br />the Lawton driveway, which apparently gradually became too <br />wet to mow as the culvert filled in until the property <br />owners re -cleared the drainageway. The only apparent <br />difference between 1970 and today is the 1' deep, 2' wide <br />channel now existing on the Lawton property, where our <br />airphotos show it may have been an unchannelized flow <br />previously. This may have some effect on the velocity of <br />water reaching Dougan's property by moving it onto Dougan's <br />faster than it dig' iously. <br />
