Attached please find a copy of the history ,n the Island that may <br />lend some background. <br />PROPOSED MOTION - Moved by , seconded .,} , that the Council <br />give the following repsonse to the issues raised by the Big <br />Island Board of Governors: <br />a. Staff continue to issue one permit per building in <br />accordance with the UBC. <br />b. That Council not waive fees on existing buildings as <br />other ono profits have been consistently charged in the <br />past. <br />C. That the staff continue to process citations on the <br />fish houses that were failed to be removed. <br />d. Big Island Board of Governors be directed to include <br />any request of hiking trails via an appropriate <br />conditional use permit per City ordinance. <br />e. That the City Council -:iterate the support for <br />ordinance language requiring a variance to fix up any <br />nonconforming structure when more than 50% of the <br />contractors value is required to rehab. <br />f. That the Council state for the record that it is <br />their policy that the Big Island Board of _-+vernors will <br />have an adequate time to present a redevelopment master <br />plan for the property which is based on March '86 action <br />is to December 31, 1986. <br />g. The Big Island Board of Governors again be <br />encouraged to work with staff to resolve differences <br />they may have. <br />h. ';hat the Counci� does not agree to friendly <br />annexation or secession of the property from Orono as <br />requested by the Big rsland Board of Governors. <br />Be it further moved that the Council again reiterate <br />that it expects the Big island Board of Governors to submit their <br />development plan to the C:i ty for a review by December 31, 1986. <br />Ayes Ayes _. <br />cc: Leonard Carlton <br />Don Miller <br />
