CITY OF ORONO <br /> RESOLUTION OF THE CITY COUNCIL <br /> *0514 <br /> q �� NO. <br /> RESOLUTION ESTABLISHING VOTE THRESHOLD <br /> FOR RECORDING WRITE-IN CANDIDATES <br /> WHEREAS,the city of Orono is authorized by Minnesota Statutes § 204B.09, subdivision 3, to <br /> adopt a resolution governing the counting and recording of write-in votes for local office; and <br /> WHEREAS,write-in votes are often cast for individuals who are not legitimate or serious <br /> candidates, including fictional or non-existent persons; and <br /> WHEREAS,recording write-in votes for such individuals requires significant staff time without <br /> affecting election outcomes; and <br /> WHEREAS, federal, state, and county elections require write-in candidates to file a written <br /> request in order for their votes to be individually recorded; and <br /> WHEREAS, the City Council finds it reasonable and efficient to establish clear standards for <br /> when write-in votes are individually recorded for city offices; <br /> RESOLVED by the Orono City Council that: <br /> 1. Write-in votes cast for an individual candidate for a city office shall be individually <br /> recorded only if the total number of write-in votes cast for that office is equal to or <br /> greater than the fewest number of votes received by a non-write-in candidate whose name <br /> appeared on the ballot for that office. <br /> 2. If the total number of write-in votes for an office does not meet this threshold, write-in <br /> votes shall be reported in the aggregate and shall not be individually recorded by <br /> candidate name. <br /> 3. This resolution applies to all city elections held after its adoption. <br /> FURTHER, the City Clerk is authorized to implement this resolution and take any administrative <br /> actions necessary to carry out its intent. <br /> Adopted by the City Council of Orono, Minnesota at a regular meeting held on January 12, 2026. <br /> ATTEST.
