Box 66 <br />Crystal Bay, Minnesota 55323 <br />Dear Mrs. Butler: <br />SEP 15 <br />On 18 Auqust 1986, the Planning Commission voted d to 2 <br />against recommending a conditional use nermit for a resi- <br />dential property located at 2259 Shadywood Road in Navarre <br />,Ind owned by my mother, Margaret J. Bjork. May I rospect-- <br />fully request that you and the City Council exercise your <br />own prerogative in weighing the facts of this case. Thus <br />doing, I believe you will aaree with those members of the <br />Planning Cormission who felt the permit should be granted. <br />1. The applicant. Before I cite the stated reason for <br />3enial and the basis of the Applicant's appeal, may I sav <br />that she has earned and deserves your special considation, <br />this for no other reason than her faithful service as Post- <br />master of Minnetonka reach for 23 years. Now 88 years old, <br />Mother has been widowed since 1969, when my father (former- <br />ly floor manager of the Minnetonka Herald) passed away. <br />Still serving her church and community, she continues to <br />live independently, this with a minimum of help like this <br />from her four sons, who were all raised in the Minnetonka <br />area anO are now scattered from coast to ccast. <br />2. The stated reason for the denial. The 22 Auqust 1986 <br />"Notice of Planning Commission Action" states that the Com- <br />mission recommends denial for the following reason: "An- <br />plicant has always been placed on Notice by the City that <br />second residential unit allowed in 1976 was always to serve <br />owner as a non -rental unit." <br />The Applicant does not deny receiving such Notices, either <br />personally or through her sons; but all will bear witness <br />that they placed her under year of unnecessary stress, if <br />r,,)t actual duress. Because of the Citv_'s position, the <br />Shadywood property has become a burden rather than a bles- <br />sing. When my brother Clifford was called to the ministry <br />out of business in Navarre, the main upstairs unit became <br />vacant. This left mother not only alone in the downstairs <br />unit, but without recourse to renting out the upstairs unit. <br />Unable to sustain the costs of such a large building, she <br />was eventually forced out of her own home.
