LAKE MINNETONKA CONSERVATION DISTRICT <br />REGULAR MEETING <br />TONKA BAY VILLAGE HALL <br />August 27, 1986 <br />The regular meeting of the Lake Minnetonka Conservation District CALL TO <br />was called to order by Chairman Rascop at 7:34 p.m. on Wednesday, ORDER <br />August 27, 1986 at the Tonka Bay Village Hall. <br />Members present: Richard Garwood (Deephaven), Robert Pillsbury ATTENDANCE <br />(Minnetonka), Jan Boswinkel (Minnetonka Beach), Jon Elam (Mound), <br />JoEllen Hurr (Orcno), Robert Rascop (Shorewood), Ron Kraemer <br />(Spring Park), Marvin Bjorlin (Tonka Bay), Mark Westlund* <br />(Wayzata), and Robert Slocum (Woodland). Communities represented: <br />Ten [10]. *Arrived late. <br />Garwood Moved, Bjorlin Seconded that the minutes of the June 25, MINUTES <br />1986 meeting be approved. Motion, Ayes [9], Nays [0]. <br />Jim Mahady and Al Lehman of the Minnehaha Creek Watershed District WATERSHED <br />presented to the Board a summary of Project No. 2 of the Upper PRESENTATION <br />Watershed Project: Long Lake Creek. A petition to pursue that <br />project will be forthcoming. <br />Boswinkel Moved, Hurr Seconded that the Treasurer's Report be TREASURER'S <br />approved and the bills paid. Motion, Ayes [10], Nays [O]. REPORT <br />WATER STRUCTURES & ENVIRONMENT COMMITTEE: Hurr reported that dock <br />license renewal applications were discussed and recommendations <br />made for Smithtown Bay Association, Crane Island, Sailors World, <br />and Tonka Bay Marina. <br />Recent changes in slip sizes were reviewed along with the history SLIP <br />of District regulation on the matter. The committee requested that SIZE <br />an ordinance be drafted to provide for slip size, both length and <br />width, encompassing recommendations for licensing as well as <br />Special Density Permits and WAU definition. <br />The committee reviewed fence compliance stipulations in 1986 FENCE <br />licenses; two installations have been brought into compliance and COMPLIANCE <br />three have asked for exception. The committee recommended that <br />exceptions be denied and the affected installations be brought into <br />compliance with the license stipulations. <br />The committee was advised of the inspection activity relative to STORAGE <br />the violations of the 2-to-4 boat rule, the matter to be pursued INSPECTION <br />along with a review of Baldur Park, Bantas Point, Crystal Bay Road, <br />and Libbs Lake areas. <br />The committee reviewed deicing application forms for 1986-1987, DEICING <br />there being no changes from last year. Upon indication that there <br />is some interest in applications for winter boat storage in the <br />
