6586.1 <br />TO: Mayor and City Council <br />FROM: Mark Bernhardson, City Administratoil��` <br />DATE: June 5, 1986 <br />SUBJECT: 1985 Police Operations <br />Gay ° 1 ryl <br />`I•'�' �{�`7G <br />JUN 9 -1QGG <br />ec "'ic (;�j;r., rr0 <br />Attached is a summary of both the statistics from the Criminal <br />Justice Information System for the City of Orono and also for the <br />entire Orono Police operation including Long Lake, Spring Park <br />and Minnetonka Beach together with the computer printout and <br />Summary of Operations for the entire Police Department for 185. <br />As you wi 11 note over the years the number of actual of fences has <br />gone from a total of a little over a 1,000 in 1980 up to as high <br />as 1,600 in 1981'and then dropping back into the 1,100 or 1,200 <br />range during the last three years. For the most part clearance <br />rates by arrests have remained relatively constant in a range for <br />Part 1 offenses of 14% to 23% for Orono and 17 to 25% for the <br />operation in total. For Part 2 offense clearance by arrest for <br />Orono range has been from 39 to 52% in the overall police <br />operation range has been from 33 to almost 60%. The reason for <br />the clearance rates difference between Part 1 and Part 2 is that <br />among other things DWI falls in the Part 2 range and the vast <br />majority of those are arrests. <br />It maybe of additional interest that since Spring Park has joined <br />the contract in 1981 Orono generally makes up about 50 to 55% of <br />the total Part 1 and Part 2 crimes with Long Lake between 17 and <br />20%; Minnetonka Beach ranging between 3 1/2 to 6% and Spring Park <br />between 14 and 23%. For 1985 the budgeted share versus offense <br />report (which do not constitute total police service activities) <br />are as follows: <br />City Percent of Percent of Total <br />185 Budget Part 1 and 2 Offenses <br />Orono 50.1% 53.5% <br />Long Lake 21.2% 19.2% <br />Minnetonka Beach 5.2% 3.8% <br />Spring Park 23.4% 22.8% <br />As noted in the 185 figures the formula which bases the <br />distribution on population and valuation does not produce results <br />significantly different from what the totals of the offences <br />reported. <br />Should you have any further questions or comments please feel <br />free to discuss them with me. <br />
