MIWITES OF THE REGULAR ORONO COUNCIL MEETING HELD SEPTEMBER 22, 1986 <br />#1071 SHAUGHNESSY CONTINUED <br />It was moved by Councilmember Grabek, seconded by Acting <br />Mayor Adams, to adopt Resolution #2048 approving the <br />variances contingent upon obtaining a written statement <br />of concurrence from Otto Heinz, the adjacent property <br />owner to the north. Motionn, Ayes 4, Nays 0. <br />MAYOR'S REPORT: <br />PARK COMMISSION CHAIRPERSON <br />It was moved by Councilmember Frahm, seconded by <br />Councilmember Grabek, to appoint Terry Morse as Park <br />Commission chairperson for the balance of 1986 and the <br />year 1987. Motion, Ayes 4, Nays 0. <br />CABLE TV REPORT: <br />There was no Cable TV Report. <br />CITY ADMINISTRATOR'S REPORT: <br />WIC' 'JRD HULL - <br />'kn, ,,;1BST FOR MUNICIPAL SEVER SERVICE <br />City Admini�;,.;rator Bernhardson explained the request <br />from Howard ►+i 11 for sewer hook-up to municipal service. <br />He noted the letter of request from Mr. Hull along with <br />Assistant Zoning Administrator Gaffron's analysis of the <br />problem which was included in Council's packet for <br />review. Staff recommends denial of this request because <br />of the availability of a mound system on this property <br />and Council review of past requests, the comprehensive <br />plan criteria, and other action taken by Council. <br />Bill and Marion Hull, 2445 Woodhaven Drive, were present <br />for this matter. Mr. Hull noted a number of unusual <br />circumstances which he felt the Council should consider. <br />He feels that the City should bear some responsibility <br />due to the irregularities and violations that occurred. <br />He explained that he presently has a homE tiat cannot be <br />refinanced, sold, or left unattended, I he can not <br />afford the extensive repair work require, for a workable <br />septic system. <br />City Administrator Bernhardson noted that the connection <br />charge of approximately $9,000, if he were allowed to <br />hook-up, is much higher than the repair of the septic <br />system and also that a hook-up charge is not normally a <br />spread assessment. <br />Mr. Hull stated that during early discussions with staff <br />that hook-up charge was estimated approximately $1,000 <br />and he felt that the connection charge could be <br />negotiated. <br />
