Zoning File #1069 <br />September 12, 1986 <br />Page 2 <br />Discussion: <br />The applicant is requesting a side setback variance to add a 2nd <br />story to his house, because the existing house is 4.2' from the side <br />lot line. This house is generally down hill from the affected <br />residence to the north, and that residence is 43' from the lot line on <br />a double lot, hence little impact on light, air or open space is <br />anticipated. The affected neighbor has not commented on the proposal. <br />The second request is to allow 38.9% hardcover where only 30% <br />would normally be allowed. The applicant agreed to reduce his <br />driveway hardcover to a width of 10' in order to meet the 30% standard <br />to obtain a building permit for the •,►ew garage under construction.. <br />However, he feels that the 10' width ..nd the narrow tapered 16' to 10, <br />apron in front of the garage will cause him some problems with access <br />to the garage. Staff agrees that in the rear yard near the garage, <br />some extra width would be preferable. The overall width to that point <br />need not be over 121, so the 16' wide portion next to the house, could <br />be reduced to 12' for an 80 s.f. reduction from the final proposal. <br />The front deck of 6 x 14' plus stairs will. serve the front door <br />and does not encroach on any setbacks. <br />,rainage fr,..n the property is generally to the south and probably <br />travels 800-100b' before entering the lake, which might be a <br />justification in -itself to consider that the property should be <br />allowed up to 35% hardcover. D2ainage from this lot directly to <br />ad j .acent lot to the south has not been brought up as a problem, and <br />presumably can be handled by a swale along the driveway if it even <br />becomes a problem. <br />Staff Recommendation: <br />Staff recommends approval of the 2nd story addition variance, <br />based on findings that the lot size does not allow for any reasonable <br />lateral expansion of the existing house, and finding that the existing <br />house is 4.2' from the lot line but upward expansion will have little <br />impact on the affected neighbor's light, air or open space. <br />Staff recommends partial approval of the hardcover variance for <br />deck and driveway, finding that the general drainage Dattern away from <br />the lake decreases the impact of drainage from this property, and <br />finding that the expanded garage apron requested is reasonable for <br />useful access to the garage. A reduction of driveway wilt'' to 12' <br />results in an 80 s.f. reduction or final hardcover of 2,0'39 s.f. <br />(37.9%).
