7. The system makes use of 3 c.,:;,ncrete tanks. In the third or <br />"pump" tank, which has a manhole to the ground surface, it is <br />apparent that during saturated ground conditions there is some <br />groundwater seepage into the tank through the manhole rings, as <br />evidenced by water streaks inside the manhole. There is of <br />course the possibility that other non -viewable joints and <br />connections within all three tanks have similar seepage occuring. <br />The extent of this seepage is unknown, hence the effect it has on <br />the overall amount of water being pumped to the drainfield is <br />also unknown. It is my understanding that your footing drain <br />pump discharges separately from the household waste, hence this <br />source of excess water is not r 4-:tor. <br />8. You will recall that thi: c system was installed prior to <br />issuance of a permit. To ate on this, I seem to recall <br />that the contractor called ;cuss what licensing and permits <br />were needed some time prior to „he installation. Then, it was <br />called to our attention that the system was in the ground already <br />on 10-19-81, at which time I did an inspection and found nobody <br />on the site, 2 tanks with stacks (but no manholes) in the ground <br />and covered, the pump tank was in but no pump yet, the 4" line <br />heading to the distribution box was in but no smaller pump line <br />yet, and I found the distribution box with 4 drainfield lines <br />still uncovered. At that time, with the major excavation work, <br />piles of dirt in the drainfield area, there was no apparent <br />problem with the drainfield system construction. <br />Building Inspector Tom Jacobs talked with Mr. Printy about <br />this on 10/22/81 and obtained the name of the contractor. <br />Jacobs vi -4 ted the site on 10/23/81 az;d left an inspection slip <br />to ha!o < septic contractor call the city. Permit No.6526 <br />was €:, .y issued to Dalchow and Sons of Mayer, Minn. on <br />10/28/81, although our files indicate they never completed our <br />licensing requirements, were never issued a license, and have not <br />worked in Orono since that date. From what I can tell by the <br />records, no followup inspection was made by Jacobs or myself to <br />demand that the manhole risers be added for easy access to the <br />first two tanks. Also, I do not know whether a high-water alarm <br />ryas installed in the pump tank, although I do not recall seeing <br />one. These two items would appear to be the only obvious <br />discrepancies in what otherwise appeared to be a system meeting <br />Orono's codes based on the soils and sitf- informatioi-, submitted. <br />9. On 6/5/84 I made an inspection of the septic system at the <br />request of the realtor for mortgage purposes. At that time no <br />sewage war surfacing, but I did note that some erosion was <br />occuring over the east end of the drainfield and that continued <br />erosion would likely expose the drainfield rock and cause <br />
