TO: Mayor and City Council <br />FRO14: Mark Bernhardson, 2ity <br />DATE: September 18, 1986 <br />2 �; v <br />Administrat411� <br />SUBJECT: Administrators Information <br />Hennepin Country Recyling Ordinance - In August, Commissioner Mark <br />Andrews introduced an ordinance requiring that each community <br />recyle approximately 16% of its solid waste. A number of <br />communities in the metro area, particularly where densities are <br />higher, have been doing pilot recyling programs for the past few <br />years. At present, this ordinance is on hold as there were <br />several objections to its implementation. The basic approach of <br />the ordinance is one of enforcement and at least some of the <br />commissioners have said they would rather work with a carrot <br />rather than a stick. In the meantime, Orono has been working <br />with Medina and a couple of other communities to see what we can <br />do to develop a program in advance of such a ordinance or other <br />regulations related to solid waste. Additionally, it is noted <br />that Minnestrista and Mcund have been working on some type of <br />joint program. <br />3536 Lyric Avenue - The City has communicated with the property <br />owner at that address to indicate that Hazardous Building <br />proceedings will be again commenced on that structure and that <br />the Temporary Certificate of Occupancy will be revoked subject to <br />a hearing, should that person request it. If the Temporary <br />Certificate of Occupancy is no longer valid, then the City can <br />issue tickets for violation of living in a structure and <br />utilization of a structure that dcesn't have a Certificate of <br />Occupancy. <br />Medina Police Services - The City of Medina currently has 2 <br />police officers, down from its original compliment of 5. They <br />are currently exploring alternatives to their own police <br />department and have contacted West Hennepin Safety, Hennepin <br />County Sheriff and the City of Orono. The City is presently <br />exploring whether the dollar and services involved and will be <br />assessing the interest and need of Medina. Should there be an <br />interest on the part of Medina, staff will report back to the <br />Orono Council in order to determine if the Council would formally <br />like to extend such service. <br />
