MaLusth, Zoning Administrator <br />Date: Augast 15, 1986 <br />Subject: 0.062 Washington Scientific, Inc., 2605 Wayzata Boulevard - <br />Varla;.cc to Moratorium <br />Pertinent Ordinance <br />Ordinance 13, Second Series <br />Section 2 <br />Section 6 <br />As required, staff has scheduled a public hearing for the <br />variance to the moratorium - applicant's property is indeed located <br />within the defined study area. The variance to the moratorium must be <br />acted upon prior to any action on applications 1048 & 1049. <br />At this stage in our Planning Study, it • )uld appear that this <br />property is not involved in rezoning or extensions of municipal <br />se:vices. The WSI property is involved in considerations of future <br />access/service roads adjacent to Highway 12. <br />Staff has advised the applicant that in early planning meetings <br />staff voiced preference f -r a front yard corridor over a rear yard <br />approach because of the obvious connection point to new industrial <br />complex adjacent on east. The rear access approach would result in <br />greater road costs and the '.ocation less direct - more meandering. <br />Review staff sketch enclosed. <br />Staff has review.-;: this entire matter with the applicant. We <br />have offered an alternative to WSI asking for easement of <br />adjacent to Highway 12 right-of-way and eastward to connectic int <br />for the proposed road. In addition, applicant has been advised the <br />planning meeting on September 3. Applicant will be able to have the <br />roar 3elle reviewed it greater detail. <br />Staff recognizes the directive of the Planning Commission at your <br />last meeting but if applicant is willing to resolve the access issue <br />by granting an easement or another acceptaLle solution to Council, <br />staff strongly recommends that matters at this staqe in the review are <br />best resolved at the Council level. Please do not delay it act=n4 on <br />this application. <br />
