Gaffron, <br />Assistant Planning & Zoning Administrator <br />Date: August 13, 1986 <br />Subject: #1046 Douglas Zumbusch, 1535 Long Lake Boulevard - <br />Variance/Conditional Use Permit - Second Review <br />This item was tabled at your 7/21/86 meeting pending: <br />1) Staff to verify location of drainfields; <br />2) Applicant/Landscaper to reduce amount of hardcover in steps; <br />3) Applicant to provide survey of the property. <br />We have located at least 3 of the drainfields, and they appear to <br />be 18"-24" below the surface. Since the stairway is designed to be <br />not more than 6" into the ground, we anticipate no problems as far as <br />disruption of septic system. The landscaper informs me that all <br />installation will be handwork, with no heavy equipment on the site. <br />The landscape architect has indicated that the stairs and <br />landings can be constructed with pervious, non -hardcover platforms, <br />hence the proposed hardcover will consist only of 6" wide ties as a <br />framework or retaining wall system. This reduces the total proposed <br />0-75' hardcover from 9.2 % to 4.8 %. <br />The applicant has had the property lines staked, and a <br />certificate of survey forthcoming. The property lines are <br />approximately as shown on the site plan submitted, hence we expect no <br />problems with encroachment into the fire lane/access to the immediate <br />west of the property. <br />Staff Recommendation: <br />Based on the revision to reduce proposed 0-75' hardcover to 4.6%, <br />staff recommends approval, finding that the steep slopes are a <br />hardship that necessitates the stairway, and that the retaining walls <br />are necessary for protection of the property and its occupants. <br />Approval subject to the following conditions: <br />1. provide suitable erosicn protection measures as required by <br />City Inspector during construction; <br />2. stairway construction to be at shallow depths as proposed to <br />avoid conflict with existing drainfield lines; <br />3. landings and stair tread area (except 6" wi,ie tread timber) <br />to be porous non -hardcover surface; <br />4. applicant. to provide certificate of survey prior to Council <br />review. <br />t ,-I G. <br />�'+ APPi?,,VEU <br />
