Date: January 12, 2026 Item: 6 <br />Presenter: Christine Lusian, City Clerk <br />Section: Consent Agenda <br /> <br />Title: Contract - Residential Waste Reduction and Recycling Funding - Resolution <br />7658 <br /> <br /> <br />1.Purpose: <br />This action confirms the city’s agreement to comply with county residential recycling <br />requirements. <br />2.Background: <br />Garbage collection services are subject to state solid waste management tax; the state shares this <br />revenue with counties and then counties share it with cities to help with residential recycling, <br />compostable organics recycling or drop-off, as well as public outreach related to waste reduction <br />and recycling. <br /> <br />Hennepin County requires all cities to formally approve the Residential Waste Reduction and <br />Recycling Funding Policy in support of county residential recycling requirements to remain <br />eligible for recycling funding for 2026, 2027, and 2028. The policy sets the rules for how recycling <br />funds are distributed to cities for the next three years, requires cities to meet certain recycling, <br />education, and reporting standards, and outlines how funds can be used for recycling, organics, <br />and waste reduction programs. <br /> <br />This does not create a new waste reduction program, it simply confirms Orono's continued <br />participation in the county’s existing funding system (see the previous 2022-2025 policy). <br />3.Cost: <br />Approval of the Residential Waste Reduction and Recycling Funding Policy is necessary for the <br />city to remain eligible for this funding for the 2026–2028 period. Funding to Orono for 2025 is <br />contingent on 2024 reporting and the amount Hennepin County receives in state funds (Select <br />Committee on Recycling and the Environment or SCORE) this year. Orono’s previous agreement <br />with county recycling policy requirements allowed the city to receive the following funding: <br />• 2024 - $20,225.94 <br />• 2023 - $17,037.12 <br />• 2022 - $19,405.47 <br />• 2021 - $16,982.99 <br />• 2020 - $17,974.00 <br />4.Staff Recommendation: <br />Support compliance with the policy by resolution and contract. <br />AGENDA ITEM <br /> <br /> <br /> <br /> <br /> <br /> <br />COUNCIL ACTION REQUESTED <br />Consider a motion to 1) Approve the 2026–2028 Residential Waste Reduction and Recycling Funding <br />Policy by resolution 7658; and 2) Authorize the required contract with Hennepin County. <br />48
