Please seview the memo of <br />7/1-/86 and the pertinent exhibits. <br />Note that staff is treating this application as a variance for <br />temporary 2-family use per Zoning Code Section 10.08, Subdivision 3 (A)(7), <br />because we feel the guest house standards for "double the lot area" were <br />never intended to be used for in-house guest apartments. we do feel that <br />separate standards for guest apartments s,..uld be developed. <br />Planning Commission, on 7/21/86, vot,1 4-2 to approve the temporary <br />guest house for this owner only and to leave the doorway from the garage - <br />basement stairway as proposed, feel+.ng that although elimination of the <br />doorway would be consi rent wit,. past Council approval on other <br />applications (Pula, for ance), in this case the garage access has a <br />short hallway which could ,., considered part of the house, and to force the <br />guest -dweller to enter through the utility room and basement is unnecessary <br />regulation. <br />A resolution reflecting the Planning Commission recommendatioi. .z <br />attached for your review. <br />
