MINUTES OF THE PLANNING COMMISSION MEETING BELO JULY 21, 1986 <br />41051 GLESNE continued <br />Assistant Zoning Gaffron explained the request for lot <br />area - lot width variances to construct a residence on a <br />substandard lot. He reviewed the history of the <br />subdivision into 4 lots (each approximately 2/3 acre) <br />which occurred in 1971 of which three lots were built <br />on. In 1971 it was customary to collect the $1270 sewer <br />unit fee at the time the building permit was issued. No <br />building permit was ever issued for the 4th lot, and <br />staff finds no record that the 4th sewer unit was ever <br />paid. Staff recommends that if the applicant is unable <br />to verify that the sewer unit was ever paid and the city <br />can find no record of it being paid, it must be <br />collected when/if the building per. it is issued now. <br />Ronald Glesne was present for this matte., as weae the <br />prospective buyers of the lot, David & Cheri will. Mr. <br />Gleans stated that he talked to the previous owner, <br />Arthur Ahlm who subdivided the property, and Mr. Ahlm <br />no longer has those records nor can he remember if the <br />the sewer unit fee was paid. David Will stated that he <br />did not feel that they should ha.e to pay this fee and <br />that requiring them to pay the fee may make the <br />difference as to whether or not they can purchase the <br />lot. <br />No one was present from the public regarding this matter <br />and the public hearing was closed. <br />It was moved by Chairman Kelley, seconded by Bellows, to <br />recommend approval per staff recommendation and <br />conditions as outlined, including Condition O1 requiring <br />the sewer unit fee to be collected with issuance of a <br />building permit. Motion, Ayes 6, NaYs 0. <br />Chairman Kelley advised the propsective buyers of the <br />property to meet with staff regarding the City's <br />hardcover regulations. <br />11052 JOHN T. SPENCE <br />2040 NORTH SHORE DRIVE <br />VARIANCES <br />PUBLIC HEARING 10:14 - 10:25 <br />The Affidavit of Publication and Certificate of Mailing <br />was noted. <br />Zoning Administrator Mabusth explained the request for <br />variances to build a new 8'x6' shed and to replace 56 <br />lineal feet of a 3-1/20+ privacy fence within the <br />lakeshore portion of his property. The original shed <br />and section of the lake yard fence were damaged in an <br />automobile accident within the past few months. <br />11 <br />
