Bernhardson, City Administrator" - ...'7qd <br />Dates July 10, 1986 <br />Subjects Patrol Officer Hiring <br />As indicated at the June 23, 1986 meeting, the City needs to <br />replace Brian Clark and possibly the slot for Assistant Chief, if <br />filled from inside. After a preliminary screening ipterview, 5 <br />persons where interviewed by the 1st Oral Board and based on that the <br />Police Chief and myself interviewed 2 candidates. Both are current <br />police officers but need to complete physical and psychological <br />testing. These candidates are: <br />Mark Moran - A Medina police oficer for the past 4 years with <br />prior experience in North Dakota. Mr. Moran has indicated an <br />interest in coming to a moderate sized department with a wider <br />range of activity. Mr. Moran is a well poised, self confident <br />officer who posseses the skills to appropriately deal with the <br />patrol officer position in Orono. <br />Robert Seliski - Mr. Seliski commenced work as a patrol officer <br />with South Lake Minnetonka 8 weeks ago. The principal reason for <br />change is the lack of stability as the joint powers continuous <br />has been in question. Mr. Seliski has been made aware of the <br />statement all Orono officers sign regarding change in contracts <br />and its impact or strength and layoffs. <br />The City is currently ascertaining on a preliminary basis the <br />expected strength Long Lake and Spring Park will be willing to fund in <br />1987. If there is an anticipated decrease, Orono will withhold hiring <br />the second slot. <br />Recommendation: <br />That the Council grant authority to the City Admininistrator to <br />hire Mark Moran, if appropriate as a replacement, Robert Seliski, if <br />they successfully pass appropriate testing procedures. Mr. Moran, <br />given 4 years of experience, would be hired at the 1 year level as has <br />been the practice in the past. <br />PROPOSED MOTION - Moved by _, seconded by _, that the Council <br />grant authority to the City Administrator that if deemed appropriate <br />that Mark Moran and Robert Seliski be employed as patrol officers. <br />Ayes _, Nays <br />
