She stated that she felt havin� <br />a 1 bedroom house was a hardship. <br />Councilmember Adams complimented the Schall's foi <br />presenting the entire picture to the Council. He felt <br />that the addition above the garage will indeed changl <br />the environment. I <br />Marty Bethke stated that they are only proposing <br />story -and -a -half not a full second story. <br />City Attorney Blatz stated that this is not twQ <br />• variances, as stated by Attorney McKinnon, it is and <br />variance request to build within the setback. She noted <br />that the Council must make findings on what the height] <br />should be if in fact the addition obstructs sunlight. <br />Mr. Schall submitted some photos to indicate light an <br />shade areas. Fie also noted that the building code doe <br />not allow him to put a second bedroom in their basement. <br />Councilmember Frahm stated that he felt Rudd's concern <br />were valid and the addition would impact their deck use <br />He stated that there may be alternatives for adding a <br />second bedroom such as dormer.
