RECONVENED JUN 2 3 19a6 <br />1986 BOARD OF REVIEW CITY OF nkriW <br />JUNE 11, 1986 le cE <br />The reconvened 1986 Board of Review meeting was called to <br />order by Mayor Butler at 7:00 p.m., June 11, 1986. <br />Councilmembers present wer, Hammerel, Adams and Frahm. <br />Councilmember Grabek absent. h.,so present from the City staff <br />were City Administrator Bernhardson, City Clerk Hallin, Rolf <br />Erickson, City Assessor; Dave Wild and Rita Guderian Assistant <br />City Assessors. <br />Assessor Erickson stated that the issue regarding the golf <br />courses was an issue of the definition of "recreational value" <br />and the Board would have to make their own determination based on <br />the information that has been presented to them. <br />City Administrator Bernhardson stated that the County had <br />tried to do two things. #1.) Was to determine the recreational <br />value, which is essentially bast-d on what the agricultural v,1.ue <br />is, plus the construction co:.t of a golf course, and #2.) Was to <br />establish a uniform system of treating all the golf courses on a <br />similar basis across the County. <br />Councilmember Adams stated that on the advise of the City <br />Attorney he was going to absent himself from discussion and vote <br />of the Lakeview Golf Course issue because he felt this issue <br />would expand to include the Woodhill Country Club property and he <br />is a member of the Board of Trustees at Woodhill. <br />Assessor Erickson gave the City Clerk a :tter from Woodhill <br />.ountry Club, requesting an adjustment in their value 1986 market <br />value. <br />Grant Wenkstern - P.I.D. 06-117-23 32 0002, 06-117-23 33 <br />0005, 06-117-23 33 0007, 06-117-23 34 0002 and 07-117-23 12 0001, <br />o the Lakeview Golf Course stated he wanted Bob Martin to make a <br />statement to the Board in his behalf. Mr. Martin stated he is a <br />member of the Burl Golf Club in Minnetrista and he was with the <br />County Assessor's office for 22 years before h s retirement and <br />was active in that position when the recreational value law was <br />passed. He stated that the real issue is the method by which the <br />recreational value is being created under the present e-•ystem. He <br />stated to the Board that the recreational value of the golf <br />courses and the open space is a benefit to the City. If the <br />value is raised too high that form of recreation will disappear. <br />Mayor Butler stated that the she could not see the logic <br />of the new formula. She stated that the Board's function was to <br />determine what is fair and what is right. Therefore to maintain <br />the intent of the recreational value and in order to retain I:e <br />recreat * na 1 aspect of that open space it is incumbent for the <br />1 <br />
