Rd. 51 which will provide excellent tre?t-^ient of runoff waters. The <br />bulk of the f low is overland with one stretch of storm drain to be created. <br />Glenn's main concern in the drainage plan was that the pond have an <br />overflow swale or culvert perhaps to the southwest, so that under unusual <br />f lood conditions the high water level will stay at least 3' below the <br />County Road elevation. <br />5- Access - the entrances to the north and sout`i portions of the <br />property will. be moved to the east as previously no,. d, and will be <br />opposite each other. I have requested t} .t Hennepin County DOT review this <br />but no response yet. <br />6- Utilities - there is no City water in this area, hence a new well <br />is intended to be installed at the east end of the visitor center. <br />Building Inspector Tom Jacobs in his preliminary review of the plans noted <br />that the visitor center would likely require a sprinkler system and some <br />type of water storage facility. <br />Sewer - Public Works Director John Gerhardson informs me that a <br />sewer stu;; is available but is located on the north id--� of Co. Rd. 51 <br />which will require approval of Hennepin DOT for the ci .ss.L of the road. <br />Also, the sewer line in this area is owned by the MWCC, so tree connection <br />will require MWCC approval, as well as City of Orono approval because this <br />is still considered an "unsewered" zone in Oro- Comprehensive Plan. An <br />additional question yet to be answered is what assessment, if any, should <br />be paid for the use of this stub. <br />Jahn also suggested that an inventory of existing storm sewer and <br />culverts serving the property be provided. <br />7- Landscape/Screening - please review the landscape plan submitted. <br />The planting schedule would appear to provide natu_al vegetation screening <br />around the perimeter of both north and south parking areas. <br />Please he reminded that the park is located in the RR-113 Single Family <br />Residential zone. While "parks" are a Permitted use is RR-lB, the multi- <br />use facility to he provided at Noerenberg Park requires additional review, <br />and the Conditional Use Permit is the appropriate method for review. <br />In looking at the ure aspect of this project, consider that the visitor <br />center includes a classroom; that there is a "sales" booth pl.azined, <br />probably for books, pamphlets, art prints, etc.; and that the facility has <br />in the past and will. likely continue to be used for weddings. The <br />facilities suggest that larger groups, garden clubs, school field trips, <br />etc. might he likely users of the facilities. The Planning ^ommission <br />might request that the applicants elaborate on the expected intensity and <br />types of users of the prop,crty. <br />
