Zoning File #1011 <br />June 5, 1986 <br />Page 3 of 3 <br />The Planning Commission's review centered around the property. <br />Deering Island, and the City's obligation regarding the property's <br />classification as conforming_ lot in light. of the area discrepancy. <br />The Planning Commission felt assured that the controls placed on the <br />use of the island guaranteed the public safety and welfare. <br />At a meeting held with the applicant. on June 3rd, staff was <br />advised that ..xcelsior Bay Yacht Club had no ownership rights in the <br />island and that Paul Scherber was the sole owner of the property. <br />Scherber is offering his property for the use of the Commodor Club as <br />a day use recreation area. Paul Scherber is really the applicant and <br />not the yacht club. <br />Staff would ask Council that the application be referred back to <br />the Planning Commission for direction on the fallowing: <br />1. Does this applicant qualify under the present code for the <br />day use recreation area? <br />2. What is the intent of th RS District and Comprehensive Pla.. <br />regarding the island areas of the City? <br />3. Does the fact that Deering Island is owned by another entity <br />and .iot the Club create special concerns"? <br />a) proposed improvement for Club? <br />b) desire of private owner to use island for private use? <br />4. What type of license should be required for maintenance of <br />slips that would temporarily serve to store or moor members <br />boats? Joint use or business use license? <br />
