6486.2 <br />TO: Mayor and City Council <br />FROM: Mark Bernhardson, City Admini <br />DATE: June 4, 1986 <br />SUBJECT: Animal Control Services <br />trato�, <br />FTIHG <br />Juid 9 —11986 <br />2I "Y OF P"INO <br />At the end of April White Bear Lake Animal no longer had the <br />contract with Minneapolis and with Minneapolis currently working <br />to develop their own inhouse animal control services. Since the <br />end of May White Bear has not been providing service or <br />responding to our calls for service and as of June 3, 1986 the <br />Police Department sent a 10 day cancellation of contract notice <br />to them. To replace that service staff is soliciting .nformation <br />from Midwest Animal Control, which is a new firm, that is <br />attempting to take over some of the contractual work from White <br />Bear. They have indicated that they will provide services at the <br />same rate as White Bear. Our concern with this organization is <br />that they are fairly new to the business and their detention <br />facilities are either in Minneapolis where White Bear's were on a <br />space available only basis or if no space available theLe with <br />veterinarians on the east side of St. Paul. This could become <br />problematic because of the distance involved to retrive the <br />animals for our residents. An additional alternative staff is <br />exploring is an individual who does contract service to the <br />cities of Champlin and Corcoran and provides boarding services in <br />Corcoran. This person's rates are lower and it is our intent to <br />look carefully at this alternative. <br />PROPOSED MOTION - Moved by , seconded by , to accept staf Ps <br />information regarding animate control services and this item be <br />tabled to June 23, 1986 at which time Council will address the <br />issue of animal control services and award a contract for the <br />balance of the year.
