III. INTRODUCTION <br />A. The Gift and Will <br />In 1972 the Hennepin County Park Reserve District acquired property in <br />the City of Orono, adjacent to Lake Minnetonka, as a gift and bequest <br />from the late Lora N. Hoppe. Indicated in her will were several <br />stipulations regarding the use of the land. Included were the <br />following: <br />o The area shall be known as Noerenberg Memorial County Park, <br />establishing a memorial park in memory of Frederick and Johanna <br />Noerenberg, parents of Mrs. Hoppe. <br />o The land shall be operated and devoted to public park purposes <br />as an arboretum for flowers, shrubs, and trees. <br />o Tne land shall not be used for picnic purposes, for camping, for <br />boat or watercraft launching, or any uses incompatible with that <br />of a general display garden. <br />o The house on the property shall be demolished and a memorial <br />arbor erected with a plaque commemorating the Noerenbergs. <br />o The area north cf County Road 51 should be operated and managed <br />in its approximate natural state as a place wherein wild fowl <br />and other wild game be allowed to congregate on the land as a <br />natural area. <br />o Earnings of the funds, also given to tie District, should be <br />used for the purpose of maintenance. <br />Q.
