Questions were raised concerning the height of the <br />proposed structure. <br />Staff advised that all alterations not approved with the building permit <br />were to be reviewed as separate, after -the -Fact conditional use permits. <br />Council confirmed that there was little direction in the code regarding <br />earth movements in relation to size of structure. The code is subjective <br />calling upon the building inspector to call the question - there are no <br />guidelines for determinations. Big houses result in mai,Dr excavations and <br />major grading projects to achieve final grades. Council accepted staff's <br />interpretation that the height of a structure is determined from finished <br />grade to a mean of height and not the highest point of roof. Reveiw <br />Exhibits D,E,F & r more detailed accounts of this review. <br />The Planning Co lion had asked staff to stop all work on the project <br />until the entire otter was resolved. consid ration of the time of <br />year and the possible loss of thous.. of dollars of work already <br />installed, staff. asked Council for direction regarding an interin, policy <br />for building construction and grading work on the Ulrich site. <br />
