MhETING HELD APRIL 14, 1986 <br />11013 STEVE KATAINEN continued <br />Because Council would like to see the final plans before <br />giving final approval, it was moved by Councilmember <br />Frahm, seconded by Councilmember Grabek, to grant <br />preliminary approval of the Commercial Site Plan and <br />upon receipt of the final plans for signage, lighting, <br />landscaping, and exterior finish of building will grant <br />final approval; and developers agreement to be provided <br />before issuance of buildino permit. Motion, Ayes 5, <br />Nays 0. <br />1986 JOINT USE DOCK LICENSE* <br />SANDY BEACH PI&ACE <br />RESOLUTION i1980 <br />It was moved by Councilmember Frahm, seconded by <br />Councilmember Hammer.el, to adopt Resolution #1980 <br />approving a Joint Use Dock License to Sandy Beach Place <br />for the period of January 1, 1986 to December 31, 1986. <br />Motion, Ayes 4, Nays 0. <br />ENGINEER'S REPORT: <br />ORONO MWCC INTERCEPTOR UPDATE <br />City Engineer Glenn Cook introduced Michael Lynch of <br />Bonestroo & Associates who is working for the <br />Metropolitan Waste Control Commission on the Metro Waste <br />Interceptor in Orono. <br />Mr. Lynch reported that the infiltration/inflow study <br />done in 1981 indicated that it would not be cost <br />effective to eliminate the infiltration/inflow to extend <br />the life of the interceptor system. At that time, Orono <br />told MWCC to increase capacity or there would be a <br />problem in the near future. He noted that in April 1985 <br />they reached capacity in which 15,000 gallons of sewage <br />overflowed into Lake Minnetonka. Att this point, he was <br />hired by MWCC to study the system to determine the areas <br />that were under capacity and present a preliminary <br />design report. Upon .approval of the report by MWCC thNy <br />anticipate improvements to begin in Spring 1987. <br />Mr. Lynch explainer? the findings of the st, ..y which <br />contained present and future daily wastewater flews, <br />future flow summary, and lift station & interceptor <br />analysis. He pointed out that most of the lift stations <br />were currently over their respective rated capacities. <br />He prE.:sented three alternatives to improve the system <br />taking into consideration cast efficiency and causing <br />minimal disruption. <br />Because this project is only at the preliminary stage, <br />Mayor Butler requested Mr. Lynch to keep them informed <br />on this matter. <br />9 <br />
