Onlv 18 of the 41 lots are developed <br />as originally designed. 14 residental units were increased in size by <br />either combinations with adjacent lots or lot line divisions and <br />combinations. <br />It would appear since the plat was created that there has been a <br />tendency to realign lot lines or combine to make lots bigger. <br />The Planning Commission voted unanimously to deny the subdivision and <br />variance application of Duane Hall. Please review exhibit J, the Planning <br />Commission minutes, for the back -ground discussion and findings for denial. <br />Staff would ask Council to consider a more abbreviated review proce- <br />dure for the "simple division" of legally combined lots. If single <br />seperate lots can t 2 developed if they satisfy 80% of the area and width <br />standards without Cc uncil approval than why not legally combined lots if <br />the following findings can be met: <br />1 - division along existing lot. lire <br />2 - setbacks for existing structures can be satisfied (maybe allow <br />up to a 50% setback variance) <br />3 - 80% of area standard exclusive of road rights of way and easments <br />4 - lot width variance not to exceed 50%... 60% <br />5 - consistent with current pattern of surrounding development <br />Mike has completed a "quickie" survey of legally combined lots (not <br />the combination of parts of lots - only whole lots) within the I.R-IC zoning <br />district.. Gaffron 41entified 40 potential cases. Note that the location <br />of existing st.ruc, has not been considered. If an abbreciAt.ed proce- <br />dure was adopted 40 units would qualify (1 on Baldur Park, 2 on <br />Shadywood and 1 or. _ cordia). All others lack the required 80% area if <br />separated on existing lot lines. <br />If Council favors a "simple division" process, staff would proceed <br />with a complete survey of all sewered districts to determine the effects <br />on existing densities and report back at a .later meeting. <br />
