PiSOUMON <br />WHEREAS the City of Orono Crystal Bay Sanitary Sewer Inprovertents <br />Project 85-1 for the area of Orono known as Crystai Ba•'i, was <br />deerod by a Hennepin County survey to be a low to mode:. -ate <br />incase level neighborhood, and <br />MTERFAS the Orono City Council has recognized that recent State <br />Supreme Court decisions make it difficult to assess the <br />entire cost of a municipal project to only the benefited <br />properties, and has recognized that Crystal Bay has an <br />average estimated residential market value (1985 taxes) of <br />$64,200.00, and recognized thr' based on a report by are <br />independant apprdi.ser hired by the City of Orono, it is <br />unlikely Uiat all of the benefited properties will realize <br />an increase in�alue, and <br />"iERFAS in other utility irprovelients of record in the Orono <br />City offices, ,project costs have '.-*ren reduced to t►ie bene- <br />fited properties by spreading part of the cost to the ge seral <br />t`x base, and <br />1-11iI:RFAS the properties in Ciystzil Bay have been included in the <br />Orono sewer district since 1964, and were assessed for the <br />sewage treatment facility k,-ioNm as the French rake Sewage <br />Treatment Plant., and <br />WiiI2FAS Crystal Bay property owners petitioned t�r sanitary <br />sewer in April, 1970, when nro-ject costs were substantially <br />less, even after applying the annual cost of living increases <br />between then and now, but were rejected by the Orono City <br />Council and <br />WHEFEAS the affected property uwners of Crystal Bay objected to <br />the unreasonably .sigh assessment for the 85-1 Crystal Bay <br />Sanitary Sewer Improvements Project, <br />BE IT THFRFM.RF RES(-)I.VFD t-hat the City of Orono, Precinct I, <br />INDEPLNDFNT ITI'UBLICAN PARTY, meeting at its biennial <br />precinct caucus this 18th clay or Marc.`t, 1986, requests UN <br />Orono City Council to immedidtely grant relief to the <br />property owners affected by the Crystal Bay Sanitary Sewer <br />Improvement Project 85-1 by reducirni said assessment by <br />ot-w-half (50%) of the assessrrrt and by spreading the other <br />one --half (50%) of the assessvnt aver the entire City of <br />Orono tax base. <br />�r , <br />
