Recommendations <br />That the LMCD become the lead agency to convene a meeting or series of <br />meetings of representatives of ali agencies/governmental bodies with author- <br />ity on Lake Minnetonka, to identify and analyze overlapping authorities on <br />the lake and to develop a memorandum of understanding which would specify <br />each agency's role and responsiblities. <br />2. That some revision in authorities on Lake Minnetonka take place which would <br />incorporate present structures and authorities, expand authorities for <br />certain existing authorities and expend new funds to achieve certain <br />objectives. A schedule for the changes is included in the recommendation. <br />a. The LMCD should become more active, continuing to use its present <br />powers to carry out its functions, including regulation of lake use <br />and a lake -wide access plan, but with a wider exertion of its author- <br />ity (which may need to be increased in certain areas) to coordinate <br />planning and implementation of other activities in the lake shore <br />communities which effect lake surface use. LMCD should become the <br />lead agency for comprehensive plan review and planning for use of the <br />lake. This function should be consistent with Metropolitan Council <br />planning coordination, as it may pertain. LMCD should also adopt <br />certain more restrictive ordinances on lake use, as it has recently <br />done on the DWI ordinance. A suggested specific example would be to <br />further reduce night •ime and peak use time speed limits. <br />The LMCD, cooperatively with DNR and the Sheriff's Water Patrol, <br />should continue and expand its educational activities. <br />b. Hennepin County should continue its present activities on the lake <br />through the Sheriff's Water Patrol and the lake maintenance operations <br />of the Department of Transportation. The MCTFLM, Minnesota DNR and <br />LMCD agree that expansion of the Sheriff's Water Patrol, which has <br />occurred over approximately the last ten years, should continue until <br />the patrol is at a strength fully equal to its responsibilities, which <br />have increased with added public use. County DOT maintenance must <br />also grow to match increases in public use. <br />C. A principal recommendation is that a regional recreation open space <br />implementing agency, most logically the Suburban Hennepin Regional <br />Park District (SHRPD), should prepare a master plan and acquire, <br />develop and operate a regional recreation open space entity on the <br />lake. The facility should be consistent with applicable plans and <br />should incorporate existing regional properties, ether new parcels i(I <br />the lake any on the lakeshore which may be necessary for its function <br />as a significant regional recreation facility. The facility should <br />provide the following regional functions, among others: staging areas <br />for ferry or other access to islands in the regional park, shoreline <br />access and docks for fishing, areas for viewing the lake and shore- <br />line, parking and sanitary facilities, and boat rentals. Appropriate <br />launch facilities for small craft and fishing boats should be <br />included, especially in zones 3 and 5. The plan should be prepared by <br />the implementing agency, reviewed by LMCD and DNR and approved by the <br />Metropolitan Parks and Open Space Commission and Metropolitan <br />Council.
