MINUTES OF THE PLANNING COMMISSION MEETING HELD MAY 4, 1987 <br />1 <br />(41122 BIG ISLAND VETRRAN-S CAMP - BOARD OF GOVERNORS <br />BIG-IStANU RECORD LOT 7 <br />CONDITIONAL USE PERMIT <br />PHASE III - CONCEPTUAL REVIEW <br />Present for this matter were Alan Wisdorf, Larry Sharpe, <br />and Joe Backes. <br />Mr. Wisdorf explained that the final development plan is <br />a combination of three studies to det(. -mine what could <br />be done with the camp. He believes that the plan is <br />very grand in scope. The Board of Governors would like <br />to work with staff on a realistic and acceptable plan. <br />The majority of the Planning Commission, of which three <br />are new members, would like to tour the island before <br />further review and recommendation. <br />Zoning Administrator Mabusth noted that a <br />Council/Planning Commission/staff + .r is tentatively <br />scheduled for May 15th. <br />Bellows stated she was astounded with the proposed scope <br />of the development plan, mt-inly because the Veteran's <br />group has been struggling to accomplish the demolition <br />and rehabilitation that cutLently exists. She gs <br />concerned about the economic viability of thi, <br />development plan and felt that economic information <br />should be submitted to support this plan. <br />Mr. Wisdorf stated tint he understands the concern of <br />Funding, however, he noted that the City haj limited <br />what they can do even if they have the means at this <br />time to accomplish a particular goal (i.e. they <br />cu-rently have the funding and volunteers to paint but <br />do not possess the necessary permit). <br />cuing Administrator Mabusth stated that because all <br />the <br />buildings have been <br />condemned, <br />staff would like <br />to <br />convince th&m against <br />this total <br />deveI -pment plan <br />and <br />work with them on a <br />compromise <br />of a Summer camp <br />and <br />determine exactly what <br />structures <br />could remain. <br />Mr. Wisdorf stated that hey would like approval or some <br />overnight amping for their w-rk crews during the week <br />in addition to weekends. Prr cly, they are restricted <br />to only weekends He states they would like to start <br />the permittinS F )cess for the work they intend to do <br />next summer, in order to avoid delays. <br />Chairman Kelley _ uggested that they outline the steps <br />they wish to take for next year's work. <br />11 <br />
