S 10.31 <br />I tems 2 and 3 above, and a period of f ive (5) years not to extend <br />later than January 1, 1988, to comply with the provisions of Items <br />4 and 5 above, except that if any addition, alteration or repair is <br />undertaken on such building or structure prior to the above <br />compliance dates then compliance shall be required as a condition <br />of permit issuance for such work. <br />G. Additional Building Security Requirements. <br />Because of the remote location of the islands, each property owner <br />shall be responsible for providing additional private security <br />measures for persons and property as follows: <br />1. Telephone service shall be provided at each <br />principal dwelling, at Day Use Recreation Ares, and at Overnight <br />Camps. <br />2. All buildings or structures shall be <br />proviJed with substantial locking devices on all doors and window3. <br />3. Owners of seasonal dwellings or other <br />buildings are encouraged, but not required, to place solid lockable <br />shutters over all ground -floor windows and doors when the building <br />is to be unused for any length of Lime, and especially over the <br />winter months. <br />4. Any abandoned or hazardous building shall <br />be securely boara�d-up within sixty (60) days and shall be razed <br />and completely removed within one (1) year of any notice issued by <br />the City. <br />5. Any intrusion alarm system having an <br />audible alarm shall bo self -resetting. <br />Suhd. 12. On -Site Sewage Treatment Systems. Within any <br />":�S" Seasonal Recreational District, all lots, properties, <br />buildings and structures shall be provided with on -site sewage <br />treatment systems conforming to the requirements of City Code, <br />Section 12.30, as amended by the following specific exceptions and <br />regl,;rements pertaining to the "RS" District. <br />A. Systems Not Required. Vacant property or <br />property used solely foe one -family seasonal recreational use of <br />land without structures, or with accessory structures only, as <br />permitted by Subparagrah B of Subdivision 2, need not be provided <br />with an on -site sewage treatment system provided that at any time <br />such property is actua'ly in use by cne or more persons for <br />overnight or longer stays that an approved marine toilet or <br />portable holding -tank toilet shall be available on the property or <br />within a watercraft docked or moored at the property. <br />B. Outhouses Permitted. Notiithstanding other <br />prohibition in the On -Site Sewage Treatment. Code, outhouses or pit - <br />type toilets may be used on property in the "RS" District subject <br />to the following restrictions: <br />ORONO CC 325 (4-1-84) <br />
