South <br />Minneapolis, MN 55410 <br />Dear Ed, <br />Thank you very much for your phone conversation of Wednesday, <br />February 11, 1987. In that conversation we covered a number of <br />paints regarding the development of the current situation. There <br />were two specific items you asked me to consider in advance of <br />any action cm a conditional use permit. They were as follows: <br />1. Allowing for the end of April -May timeframe the overnight <br />camping of approximately 101-150 We._)e1os and Boy Scouts for <br />among other things the "ceremony of lights". During the <br />evening this would probably attract upwards of 200-250 people <br />on the island, as I unjerstand it. <br />2. Boy Scout troops who have worked weekends out there <br />extending their work weekend to a full two week summer <br />camping. (Generally no more than 30 at a time.) <br />while understanding the need to make the camp well known <br />together with developing a "market" for future years, the type of <br />activity outlined in item 1, I do not feel I could recommend this <br />type of use until development of the camp was further along. As <br />the camp still requires considerable work and this activity is <br />not primarily a working activity 11 think that would be <br />inappropriate activity to allow th_ overnight camping. ;The issue <br />of whether the Boy Scouts would be paying any money for thi <br />experience was not discussed.) <br />As for the summer Camporee, to the extent that this type of <br />camping was limited to under 30 Boy Scouts, with appropriate <br />adult supervision, whose primary goal during the Camporee was <br />work on various aspects of the camp, I could recommend this as an <br />appropriate activity.
